Give them a set time to accept, can't send challenges to people in safe zones. (hospitals, academy, death room, and gm hide out.)
Make those in the areas listed above not in the pool for the missions.
(assassination missions shouldn't have to depend on announcing that you want to kill them to have a chance at completing your mission.)
